(Also crashes on OSX). Basically, use the game file and try to make Steel. The game will crash as soon as steel is finished. To fix it I deconstructed and constructed metal refinery again, but I'm uploading the save file with faulty metal refinery so you can reproduce. The metal refinery was working fine before so there must be some specific condition being met now. (You can find it to the lower right side of the base, outside)
