"Full Steam Ahead" directive not complete-able

I'm trying to complete the Full Steam Ahead directive in a Frosty Planet / Spaced Out base, and I got the base into a state where it appears the directive isn't going to complete. I've met all the criteria of the directive (enabled the plant, connected all three vents, piped a load of liquid with a total temperature of > 225 degrees). The third vent no longer has coprolite plugging it, but I didn't get the cutscene and the directive is marked as incomplete. (I've completed this directive on other saves.)

Steps to Reproduce

I *think* this is because I did things out of order. I:

  • Connected vent C-98 and used it for a steam power plant
  • Connected vent C-93 and added another set of steam turbines
  • Did not visit or interact with C-64 (the blocked one)
  • Messed around with heating crude oil via the power plant, getting the input temperature over 225 degrees.

At that point I noticed that the third vent didn't have the coprolite graphic anymore, and its status was listed as "disconnected." But the directive still wasn't marked complete.

I dug down to the third vent and connected it. It was overpressure due to the liquid, not marked as blocked; but the directive was still incomplete! (see screenshot 1:56)

I restarted the game. On load, I noticed an emitting/unblocking animation happening; directive still incomplete. (Screenshot 3:37)

I pumped out enough liquid so that the vent could depressurize. Definitely still incomplete! (Screenshot 3:14)
