Flydo cannot move from rocket interior outside

I can confirm this is the case whether flydo is on the planetoid or inside a rocket interior. I thought this was for a specific gameplay reason (i.e. only dupes can open rocket doors), but I'm not quite sure. Can a dev please confirm?

If other players find themselves with a Flydo permanently stuck in a rocket, I created this "Bot Tweaks" mod which among other things allows the player to eject power banks from a Flydo:

Once the power bank has been ejected from the Flydo, a dupe can relocate it from the rocket interior to the planetoid.
