I'm not sure if this is still the same in the latest versions, but here it is for me:
I have this door ... and it's flooded .. and it still stays open and dupes pass without problems. I can change its state to open/locked.
So what's the point of showing it as flooded if it actually works?
The tooltip for flooded says "building cannot function at its current saturation", yet that door functions pretty well!
My feeling is that doors shouldn't be "floodable", since they're not really buildings.
The water level from left to right, top to bottom, is ~ 500,500, 1k, 1k, 1k, 1k kg.
I've saved and loaded multiple times and the flooding prompt is still there.
