Edit: It was a bug in a mod

'Dupes in lead suits are not immune to frost bite

It's probably connected to the already reported bug of dupes in lead suits getting the toasty surroundings debuff

Additionally it's not only the lead suit but also the normal atmo suit

I just loaded an old save file and this happened in the kitchen.

Despite the game stating the suit protects down to an impossible low number
