I've had an issue where no Feather Fibers dropped from a Rhex after shearing it. After a couple of tests, I eventually found the feathers buried underneath a Bleach Stone tile that is directly adjacent to the Shearing Station. Before finding out about this, I have sheared the Rhex multiple times on separate cycles; once on the first attempt and after that, I waited for the next shearing opportunity and reloaded the cycle several times to test it out.
I only have the Spaced Out DLC and the Prehistoric Planet Pack DLC enabled on this save, and the world seed is PRE-C-824156126-HIJYM31-D3-0.
The Rhex involved was a wild one that spawned along with the world. It was about 130-140 when it was sheared and it was not relocated. The shearing tests were done during 1x and 3x speeds. The biome where it spawned is close to a Cool Chlorine Gas Vent (dormant at the time of shearing), and the tile involved is directly between the shearing station and the vent.
The bleach stone tile was at 50.7kg -20.1C and mining the tile produced ~25.3kg bleach stone which is about accurate yield. There was 400kg of shale (from a scrapped bottle emptier iirc) and 17.6kg of bleach stone (presumably Dartle droppings) on top of the tile before it was mined, along with nickel ore wiring along the open wall. The atmosphere surrounding the tile and the lower half of the station was CO2. The tile underneath the bleach stone tile was iron ore and the ones underneath the station were igneous rock tiles; no other buried objects underneath these tiles. There were bottles of brine with varying amounts on the floor directly in front of the station, along with some brine ice and a Rhex egg.
I'm not sure if there are any other stuff to look for to help in replicating this bug, so I attached some screenshots and the other supporting files. The screenshot shows that the bleach stone tile already has a buried object in it, but that's just because it contains the 4 feathers from the first shearing which I only found out after several tests. Mining the tile before shearing the Rhex allows the feathers to drop as expected.
