Engie's tune-up indicator display on steam turbine, but isn't really tuned up

A dupe was doing the tinkering task on the steam turbine, but never progressed. When his schedule went to downtime, the dupe stopped tinkering and the indicator on the steam turbine stayed, but on the status of the steam turbine, the Engie's tune-up disapeared.
