Duplicants that can't build also cant supply materials required to build

Basicaly I got duplicant that have trait about not being able to build. For some reason she refuses to supply materials requiered to build anything. I do beleve this is a bug.

Steps to Reproduce
  1. Create duplicant with trait unconstructable
  2. Create any duplicant that can build
  3. Disable all priorites but Tidying, Supplying, Storing
  4. Create task/multiple tasks to build anything
  5. Watch duplicant doing absolutely nothing

Had a similar issue but mine related to the science machine that if the bottler was not full (200kg) then they would say that there was no water available.
