Hello,
Duplicant that are unable to do a specific job still can have priority assigned.
Priority for duplicants that are not able to do the job should be grayed out/disabled by force. Would save lots of time wondering why given duplicant ignores the job even on highest personal and target priorities.

Steps to Reproduce
Go to priority window - duplicant with trait that prohibits him building still can be assigned highest priority to build.
