The hand sanitizer's priority is higher than the storage bin priority. Dupes have access to the rocket. I do have excess bleach stone. But dupes just wouldn't fill the hand sanitizer, even if I set priority to yellow alert. I had waited for several cycles and I have idle dupes from time to time.
Steps to Reproduce
Build a rocket, build a hand sanitizer in it, and have dupes use part of the bleach stones stored initially.
