Dupes Sucking Up Too Much Water

Perhaps this may be a bug, but I'm having a situation during a flood or when water is low in my reservoir, where dupes are picking up excess of 1000 water. Is there a capacity of how much they can hold? I've seen it go into the 3000 range and then my well becomes dry. They take all of that water and dump it into the algae pots.
