Jean (and every farmer) never finish the farmer touch job. Every task else are fine. Tried to set Jean do digging only and he did it very well.

And tried to plant a new seed on an empty farming tile. The new farm has the same bug too.

Now I just cannot apply any farmer touch

Steps to Reproduce
Every time a farmer want to apply farmer touch to a farm tile. 100% reproduce-able.
