Dupes ignore priorities/sweep everything w/o command

While playing tonight i prioritized the massage tables for stressed dupes, which they ignored for quite awhile until I messed around with the table assignments, had to do this multiple times.  And also at one point my dupes went to every accessible area to pick up items and store them, even though i had not commanded it and the storage compactors were at priority 1.
