DLC missing

Hihi, i'm Soulinor and i bought the oxigen not included bundle on sale after the release of the aquatic pack. But since then i am not able to enable the aquatic pack. 

 

When i enter the game, the DLC appear grey, telling me to purchase it, but i already did. Fresh install is not fixing it, and Steam is ignoring me saying it is DEV problem.

At the bottom of the DLC screen it says, "There is more than one version available in your Steam Family. Change preferred copy." Something to do with this?
