Display Resolution and Frame Rate settings can't be changed in build 471618

I just noticed today that the framerate was locked to 60FPS on my 144FPS monitor and I wasn't able to change it or change the resolution.

Steps to Reproduce

Change the resolution or framerate in Graphics settings, press Apply. Nothing changes in my testing.
