Dev Tool Cannot be Accesed on Alternate Keyboards

On keyboard layouts that do not have the ` key accessible on its own (such as programmer's dvorak) the dev tool menu cannot be accessed. 

shift + #

does not register as a ` press, even though it creates that character in other situations.  The biggest problem is that the keybind for this menu is not configurable in the settings.

Additionally there's a logic issue where you can use right alt to open the menu, but only if you press it and ` at the same frame.
