Cool buildings continue overheating in vacuum after conduction panel cooling

A conduction panel can cool a building in a vacuum; however, if the building ever overheats, it will continue to take overheat damage (and repairs) even after the building cools below its overheat temp. This results in dupes infinitely repairing cool buildings. The overheat damage on cool buildings does not persist after reloading a save.

In the example below, we overheat a copper conveyor loader over 125 C, which triggers overheat damage. Then we construct a conduction panel with a heat sink to cool the conveyor loader down to 55 C (below overheat temperature); however, the conveyor loader continues to take overheat damage and repairs indefinitely until the save is reloaded.

Steps to Reproduce

To reproduce this behavior:

  1. construct a building in a vacuum and allow it to overheat;
  2. build a conduction panel over the building such that the building cools;
  3. wait for the building to cool below its overheat temperature;
  4. observe that the building continues to take overheat damage (and repairs);
