Conduction panel heat transfer to buildings is still broken

The conduction panel still has weird behavior when transferring heat to other buildings.

Steps to Reproduce

Step 1: Build Thermium aquatuner and heat it up to, say 2900K. (In a vacuum of course)

Step 2: Build 20C Thermium Conduction Panel behind it.

Step 3: Watch as the Conduction Panel gets hotter than the Thermium aquatuner. (Specifically, it goes to 2900K while the aquatuner cools down to what-have-you.) (Sometimes, at random both of them gets to 2900K???)

A developer has marked this issue as fixed. This means that the issue has been addressed in the current development build and will likely be in the next update.

Conduction panel is 100kg of termium. While aquatuner is 1200. Its normal that panel need less heat to reach 2900...
