The Telescope's description says that it has to be "exposed to space". In fact, it needs a clear line-of-sight to the top of the map. I'd suggest clarifying the description text, and maybe showing an overlay of where its line-of-sight is when it's clicked (similar to the overlay shown for lights).
Steps to Reproduce
(1) Look at description of telescope (2) See that it must be "exposed to space" (3) See that the tile it is in says "Space exposure!" (4) See that the building doesn't work (5) !?!?!?!?
