Dischargers stop consuming their power bank if the network they are on has full batteries or isn't consuming power. However, they still generate heat. This can theoretically be used to generate free power from steam turbines (albeit not a lot) or heat up your base accidentally. Hooking them up to automation wire works as expected, turning off both power bank consumption and heat generation.
Build either a compact discharger or large discharger. Build a wire over it, that doesn't attach to anything else. Put eco battery in it. Hover over it or click it and see that the tool tip "Power remaining" is unchanging but heat production is there. Isloate the charge in insulated tiles and see that the temperature is rising gradually, it's not a bug in the tooltip.
A developer has marked this issue as fixed. This means that the issue has been addressed in the current development build and will likely be in the next update.
