Can't change Duplicant's schedules

I am at cycle 32 on Rime.  On the schedule tab, I can't change duplicant's schedules.  All Duplicants and the 'move duplicant' drop down that appears under each schedule is unselectable.  I am still able to add a schedule and change schedules with the paint tool.  Previously in this game file I was able to change duplicant schedules, I currently have duplicants on three schedules.  I'm not sure how I managed to break it or when.

This happened on a new colony that I started as well.  

The conditions were all the same (don't judge, I'm a terrible player) - on Rime, fasting, chill, germ resistant

I was again able to change schedules and noticed around cycle 25 that I couldn't anymore.  

 

Any suggestions?  Should I try uninstalling and reinstalling the game?
