Can't build due to falling debris stuck in the air.

The issue, which happens fairly frequently, can be described this way:  
1.  Request to build a tile (ie an airflow or farm tile).
2.  Dupe digs whatever is in that tile (say, dirt)
3.  A ball of dirt is 'dropped'.
4.  Without any indication as to why, and even at priority 9 during red alert with nothing else above priority 7, no dupe ever tries to build the tile.

WORK AROUND:
1.  Cancel the tile build order.
2.  A small sphere of (say) dirt drops from the dead centre of where a tile should have been built, down to the nearest solid tile
3.  The tile can now be  built normally.

That ball of dirt is the material needed for the Farm tile that has already been delivered. The only thing left was for a dupe to come and shape that material into a farm tile(i.e. construct it). I suspect that if you waited longer that tile would have been properly constructed.

One approach that can alleviate the problem is to setup proper job priorities - builders and diggers should only build and dig.

Another idea is to leave 1 row below, dig everything above, then construct 1 row of tiles/farm tiles(so that debris stay on that floor) and then build whatever it is you're planning on that floor and dig the bottom tiles that were supporting the debris.
