Camera bug, stuttering, teleporting, BUG, NOT pc problem

Camera stuttering, i have pretty powerfull pc, no fps problems even on 2k, its NOT PC problem, its a bug, that KLEI dont fix 5 years(as far as i can find any info bout that problem), you can see that even dupes lag and teleport. PLS fix this, ITS NOT fix with cloud saving disabling or rebooting.
Its not a world, dlc, or nvidia something bug, cuz, as i see, its happens in a different years, on a differen spec. Im pretty sure that is a bug with savings, cuz sometimes its just gone, but 1 reload and its again here. I tired of rebooting game like 6-12 times before i can play.
As i can see that a rare bug, but its still exist, and my 800 hours and 3 DLC's cost nothing now, cuz i cant play like that, its making me angry:(
