It is possible to create build orders that will never be finished.
Example: Construct a ladder. Order your dupes to deconstruct it, and then place a build order for a Tile on top of that ladder piece before it is deconstructed.
The ladder will then be deconstructed, but the Tile will never be built. The graphics will still show a Construction order at that location.
You have to Cancel the build order and place a new one in order for it to be built.
