Atmo Suit Dance

When dups go idle, they'll prefer to stand at atmo suit checkpoints which causes them to wear and take off the suit constantly which is an unnecessary use of the suit (use of energy to power the suit as well as to pump the oxygen into the dock/suit) since they're not going *past* the checkpoint. Visually, this is also annoying when you have multiple dups doing a robe/disrobe dance right on the checkpoint tile which is dumb since idle dups generally idle left or right but instead they appear to be "stuck" on the checkpoint tile doing the atmo suit dance. Please fix.
