Any input causes game to flicker, not accept mouse clicks

I can't click anything in the game without a bunch of clicking. It flickers. If I restart my computer it will work for a little while.

This is what my mouse does on the menu screen.

I had a controller that was plugged in and fell on the floor. Unplugged the controller and that fixed it.

One year later, thanks for making this post. Thought I was going crazy. Forgotten controller was sitting plugged in behind my monitor upside down
