After the starmap is completely telescoped, The telescope becomes always active, with no planets targetted and Dupes are assigned to use it -- effectively staring at the sky but accomplishing nothing.
Disabling Telescope once all planets are "scoped" pauses the behavior (it will resume when Telescope is Enabled).
Complete reload has been tested, attached save should demonstrate behavior.
Steps to Reproduce
Complete "scoping" entire starmap. (Maybe save and load -- didn't discover problem immediately after completing starmap).
