active skill "missing" (Rocket piloting)

on the new rocket i was told "no sutieble crew" beaucse the skill rocket piloting was missing even though i have 3 duplitants with ALL rocket and sience related skills

when i look up the skill over the rocket crontrol properties display 

it lead to a missing page

reproduced simply by building a rocket pad and arocket crontrol station

you're missing an oxidizer module for this candy rocket.. also, have you assigned the nosecone to your pilot? Use the change crew option and put a tick on your pilot.
