1/4 of title screen shows, 3/4 black

Splash and title screens only draw 1/4 of screen irrespective of resolution (1920 or 3840). Music plays, buttons respond to hover, but UI unavailable to adjust options. Already deleted kprefs.yaml, was installed and running before DLC. GTX 1050Ti on i5, Win 10 19041.685, 16GB, small colonies used to run fine, endgame colonies chugged a bit, but at least the whole screen drew. Screenshot shows staring through transparent application window (not windowed game, 3/4 of screen is unresponsive [can't click Steam or browser])

 

Output log file is from months ago, but Player file is attached... LOTS of mod activity when launched, BUT I COULDN'T READ THE ERRORS. Restarting offered no improvement.

Steps to Reproduce

Only launching the game. Splash screen shows up the same way, with top left corner black with 1/4 of Klei logo only.

Turns out this seems to be related to the system "scale and layout" settings; on a 4k monitor, I usually run 200% text size, which creates this issue. Setting it back down to 100% seems to resolve.

Alt-tab to adjust settings reproduces the issue directly without restarting the game. At any other setting than the OS default 100%, the ONI window scales weirdly and draws incompletely.
