Unable to complete "Final Pieces" quest

I kidnapped the brother and killed the sister, and am ready to collect my reward. I see the "Final Pieces" marker on my map, saying it's at the Grog n' Dog location. Weird, since Nadan originally gave me the quest elsewhere, but ok.

I click on the quest marker and it brings me to the Grog n' Dog. Nadan is nowhere to be found! I go back to the overworld and click around every other location on the map, nothing! Quit the game and reloaded, still nothing! I am unable to find Nadan and therefore unable to finish this crucial quest.....
