So I chopped down an Evergreen tree in Hamlet while the strong winds were blowing and the tree "techincaly" did fall down since the resources dropped but the tree itself was still standing visualy and was bugged like it didn't have any animations and when I hovered over it with mouse even with axe equipped, it just gave me the option to examine the tree, not to chop it or anything like that. And there is no way to get rid of that tree afterwards, so yea it might be more than just a visual bug I don't know...
Steps to Reproduce
I chopped the tree down exactly when the strong winds were blowing and this happend, I'm not sure if it also applies to other kinds of trees like the Tea trees or Rainforest trees.. it just happend to me while I was chopping down Evergreen tree... you can see in the picture that it's bend like if the wind was blowing but it doesn't move at all..
