The Regal Scepter was given to the Pig Queen, and a Royal Gallery Key was received. Upon unlocking the Key to the City in the Royal Gallery, the only option is 'Steal the Key to the City'. The expectation is that the option should be 'Pick' instead of 'Steal'. The game was reloaded, thinking it might resolve the problem. However, upon reloading, the exhibit for Key to the City is locked again. Hovering the mouse to it does not display any caption.

Steps to Reproduce
Give Royal Scepter to Queen Unlock exhibit for Key to the City, but do not steal/pick the Key to the City Save and quit Load the game
