It's only ever used for the Pugalisk and there are even references to pugalisk_util.lua, which only exists in Hamlet DLC.
Also there's unnecessary global variables in this file and segmented.lua, not sure if it's intended.
EDIT: The same is true to pugalisk_headbrain.lua and pugalisk_tailbrain.lua
