I have crafted and stored the tar extractor, but when I sail to a tar slick and hover the exctractor over the slick, it won't place down. The placement of the extractor snaps to the exact position of the slick, so I know it's supposed to placed onto it, but the structure stays red and I am unable to click and place it.
