It just appeared there after the new update had been released. Standing, doing absolutely nothing for several days straight. When a regular BFB event occurs and it comes to pick you up, the static one just continues standing in the same spot.
Steps to Reproduce
Not actually sure. The save was created before the update, but I've never switched it to beta.
