Found this out when fighting pugalisk, but if you are frozen, the refueling animation takes priority (at least with the vortex cloak), allowing you to move while frozen.
Steps to Reproduce
1. Get refuelable item (lantern, magiluminessence, vortex cloak)
2. Get frozen (ice hounds, pugalisk)
3. Refuel the item
