Puddles created during the monsoon season will cause a massive steady reduction in framerate when your near any landmass that houses them. As the puddles will increase during the season, so will the intensity of the lag. Blue crocodogs can amplify this issue too.
If you leave an island and go sail the salty seas, your framerate will steadily return to normal. Only to drop again when you visit any island.
The video example wasn't the worst situation, if anything else goes on it will drop even further (rain or insanity for example)
Step 1: Experience monsoon season (or blue crocodogs)
Step 2: Puddles will accumulate during rain/dogs
Step 3: Your game now operates at lower fps anytime your near them. Based on the amount of puddles that are present.
