When starting a new world - no matter if you set the parameters to generate more - no larger mobs such as tallbirds, beefalo/ox, and swordfish will generate. It may be more, I've only tried Shipwrecked and Reign of Giants and I only played a few minutes, but this has been going on for a few weeks now.

Start any new game, customizing doesn't seem to make a difference
