I don't know if this is now a feature or bug, but compost wrap do not provide additional speed of blooming during bloom, neither it adds time on the third stage bloom timer.
Compost wrap only initiates bloom and nothing more.
Other fertilizers work fine, though i only tested spoiled meat and fermented formula.
Moreover, it says on wiki it should add 3 minutes of Third Stage Bloom
I used this mod on Steam Workshop to detect this, though i've had my suspicions for some time

Perhaps it is a mod's fault not to show any changes with Compost Wrap, but i do not have any requirements to test it and see numbers otherwise.
Here's the video of what I've tested.
1) As Wormwood craft Compost Wrap and use it
2) wait until third stage bloom
3) Try using Compost Wrap to prolong the third stage
4) Other fertilizers seem to work fine and add time + speed of bloom.
