Workshop mod continues to be downloading

When switching steam account, all v2 workshop mods disappears and demands downloading, but they never download until Steam is restarted and the game is relaunched.

Steps to Reproduce

Switch a Steam account.

Launch DST

wait for v2 mods to download although they have been there in 322330/.

none of them are downloaded.

Go to bugs

Update: confirmed to be related to Steam++(Watt Toolkit). When not logging in Steam via this tool the issue is resolved.
