Wolfgang skill: Leg day not implementing exactly

The leg day perk states it gives the 10% speed when "Normal"
But it seems to give it to me when i am Wimpy aswell, pretty sure that aint normal

Steps to Reproduce

Pick Wolfgang Leg day
Go Wimpy
Speed

Go to bugs

The boost is not a big amount so it may seem like it is on try your tests with having ran the console command to verify if it is a case that happens I could not replicate this.
