This is more like an oversight than a bug but, me and my brother usually play in Wilderness mode, where Telltale Hearts aren't available, but the game still lists Spectral Cure-All as being available in Wendy's Ectoherbology, so I think maybe Wendy could be able to make a Telltale Heart there, or making an alternate recipe for Spectral Cure-All in Wilderness.
Steps to Reproduce
Telltale Heart isn't in Wilderness mode, but it's still needed to make Specter Cure-All, so it's impossible to make it without console commands.
A developer has marked this issue as fixed. This means that the issue has been addressed in the current development build and will likely be in the next update.
