Since the most recent hotfix the Volt Goats haven't dropped their horns after death in absolutely any circunstance whatsoever. I've been manually farming them frequently without any results. The same thing seems to be happening to Mactusk tusk.
Steps to Reproduce
The issue is pretty much what was mentioned in its description: whenever I would try to manually farm the horns from the Volt Goats, none would drop after their death.
