Unable to write to files in the config directory

So I seem to be getting the same issue that a lot of others have gotten in the past, the classic unable to write to files in the cinfig directory error.  It originally started as an error loading past all of the mods that i had enabled (which as of a month ago did not have any problems loading in), from which i unsubscribed from all of the mods, deleted the data from the -documents/donotstarvetogether(user)client_save/mod_configdata   and also from the (D):steamlibrary/steamapps/common/don'tstarvetogether/mods   as well, which then changed the error to the title of this post. 

I have tried everything in the forum from klei https://support.klei.com/hc/en-us/articles/360029882171-Getting-a-Unable-to-write-to-files-in-the-config-directory-Error-Message   and couldn't get any results making it work. 

as well as https://forums.kleientertainment.com/klei-bug-tracker/dont-starve-together/please-make-sure-you-have-permissions-for-your-klei-save-folder-r14150/ and making a new microsoft use with administrative privilages to change permissions when the base administrator user couldnt effect it. 

So i am a bit stumped, I've tried a couple of hot fixes on reddit and none of them seem to work either so if you could give me a hand would be much appreciated
