Unable to write to config directory...

I downloaded the new Webber Update. Played it for a few hours with no problem. 

Exited the game and relaunched, and recieved the message "Unable to write to files in the config directory please make sure you have permissions for your Klei save folder"

I have followed the steps suggested on the Klei support https://support.klei.com/hc/en-us/articles/360029882171

Except for the "Create new save folder" because my steam options are not the same as the steps in the support notes.

I am unable to play the game.

Does anyone know how to fix this issue or why it suddenly started?
