The snowball on the boat can't selected right drop point

If you set the snowball on the boat that have sails in operation，it will throw further although the ship did not move。

Steps to Reproduce

1.set a boat and build sail、rudder and snowball

2.open the rudder

3.set some need cooling things just like grass

4.snowball will continuous launch of snowballs,because it can't cooling the grass right
