The power consumption when charging Winona's items with the generator is abnormal

1. learn "no idle drain" skill as winona

2. build a winona_battery_low

3. drop a not full charged item (winona_remote, winona_telebrella or winona_storage_robot) near the generator, the fuel consuming rate of generator will be 0 or 0.0375 (it's inconsistent when i test it)

4. drop another not full charged item near it, the fuel consuming rate of generator for 2 charging item will be 0.0375

5. pick up one of the items, the consuming rate will still be 0.0375
