For every other skin in the game, putting on only the head skin will put characters in just their pajama-y underclothes, I imagine to incentivize getting the full skin set rather than being able to equip the head skin and play with it on the default body. Swashbuckler Wendy though has this weird black skirt on.
This also prevents you from putting on a large amount of the game's pants, because the skirt will still display:
