Server generation and connection issues, across platforms with both local and cloud saves.

Friend and I were trying to play on a world with each other but he was never able to connect. Neither via Wi-Fi nor Ethernet, even through a VPN to address potential port blocks. Oftentimes the game gets stuck on "Server Is Generating World" and never advances, even when you try to cancel and restart, only when you close and open the game does this resolve and even then it's not a guaranteed. This has happened with both of us trying to host servers on our home machines and in the Steam Cloud. He has a Windows 11 x86_64 PC whilst I have a macOS 14 Sonoma arm64 Mac and Steam's servers are Linux x86_64; this is happening across all of them regardless of OS or architecture which means something's borked with the mechanics of the game itself.

Steps to Reproduce

Simply attempt to host a world with the Endless Preset, Friends Only, 2 players, a password, and Loops set to Always with Branches set to Never. Mods and choice of local or Steam Cloud save don't seem to matter. The machine that hosts the server also doesn't seem to matter.
