scaling issue with a 3840 x 2160 res laptop

I try to scale the game from 3840 x 2160 to 1920 x 1080 and it appears as the game looks very, very small and only staying in the top right corner of the monitor.. Also it looks like the map doesn't scale as well and when you are in map view you still cannot see anything really being zoomed in all the way.. also appears to be screen jumping.. (not lag, but like the camera is trying to keep up and it skips
